Paul

M. Maniscalco is an Adjunct Assistant Professor with The George
Washington University and a Deputy Chief Paramedic for one of the
largest urban EMS systems in the world.
His previous commands include:
Field Response, Command and Management assignments in the
Communications Division, Training Division, Field Services Bureau,
Office of the Chief of Operations and Commander of the Special
Operations Division. Chief
Maniscalco has over 25 years of Public Safety response, supervisory and
management experience. During
his tenure he has had the responsibility of responding to and managing a
wide array of events ranging from aviation & rapid transit
emergencies, natural disasters to civil disturbances and acts of
terrorism. Chief Maniscalco
has also been engaged in command roles for managing special events such
as dignitary visits, national political conventions and a wide variety
of mass gatherings. Paul
has lectured extensively and is widely published in academic &
professional journals on Emergency Medical Service, fire service,
special operations, public safety and national security issues.
He is the co-author of the Brady textbook “The EMS Incident
Management System: EMS
Operations for Mass Casualty and High Impact Incidents,” a
contributing author to the Chemical and Biological Arms Control
Institutes “Hype or Reality? The
‘New Terrorism’ and Mass Casualty Attack”, the US Fire
Administrations “Guide to Developing and Managing an Emergency Service
Infections Control Program”, National Fire Service Incident Management
System Consortiums “Model Procedures Guide for Emergency Medical
Incidents, First Edition”, International Federation of Red Cross/Red
Crescent Societies and Johns Hopkins School of Hygiene and Public
Health-Center for Disaster and Refugee Studies “Public Health Guide
for Emergencies” and also the co-author of “Understanding Terrorism
and Managing the Consequences” (Prentice Hall/Brady). Chief
Maniscalco is a member of the Department of Defense, Defense Science
Board, Transnational Threat Study and the Homeland Defense-Chemical
Weapons Task Force; the Department of Defense, Interagency Board (IAB)
EMS/Medical Working Group and an Advisor to the Defense Advanced
Research Project Agency ENCOMPASS project.
Additionally, Maniscalco holds and appointment to the Harvard
University, John F. Kennedy School of Government and Department of
Justice Executive Session on Domestic Preparedness, a three-year panel
examining the issues of responding to acts of terrorism.
He is also an appointee to the United States Congressionally
mandated National Panel to Assess Domestic Preparedness. |
